Public Framework grew out of more than a decade of work on complex information systems and the belief that Romania needs a clear, professional framework for digitalising its public administration.

Public institutions often work in isolation, with different methods and ambiguous vocabulary, while suppliers building software for the state receive poorly written requirements. The result is late projects, wasted money and citizens who lose trust.

Public Framework offers an open, scalable and politically neutral framework that any institution or company can use to speak the same language. It includes a metamodel for describing processes, roles and systems, interoperability principles, a versioned public specification and a repository of reusable models. A central pillar is training civil servants, who learn to model their own processes and describe exactly what they need, through certified courses.

All public material is free, in Romanian and English, and institutions and companies can join as partners by signing a memorandum of cooperation.
