What is Public Framework?
An initiative born from more than a decade of work with complex information systems, and from the conviction that Romania needs a clear, coherent and professional framework for digitalizing public administration.
The problem
Public institutions often operate in isolation, with different methodologies, ambiguous vocabulary and little interoperability between systems. Companies building applications for the state face poorly formulated requirements, unclear processes and no shared vision.
This gap between demand and supply leads to failed projects, wasted resources and — worst of all — a loss of citizens’ trust.
The response
Public Framework proposes an open, scalable, politically neutral framework that any public institution or private supplier can use to speak the same language. It includes methods for requirements analysis, models of administrative processes, descriptions of roles and actors, interoperability principles and guidelines for documenting information systems clearly.
Skills inside the administration
A central pillar is building civil servants’ ability to define and document requirements. Through Public Framework, civil servants learn to model processes, describe exactly what they need and take an active part in working with IT suppliers.
Modeling becomes a basic language of the digital age. Without this internal capability, institutions stay dependent on external solutions that are hard to adapt and control.
Digital governance
Without clear rules, defined responsibilities, versioned architectures and control over the application life cycle, no digital project lasts. Public Framework proposes governance standards that are easy to adopt and scale from local to national government.
“Public Framework is a bridge: between administration and suppliers, between past and future, between improvisation and professionalism.”
